December 17, 1999 The President offers comments at the signing ceremony for the Jeffords-Kennedy Work Incentives Improvement Act, which will assist people with disabilities - including those living with AIDS - get back to work or stay at work without losing critical health benefits. Released by the Vice President on July 19, 1999, it provides information on a Presidential Mission led by ONAP Director Sandra Thurman to look at the AIDS pandemic in Sub-Saharan Africa and its effects on children. It includes an outline of a new Administration initiative to address this growing crisis.
