CAPITAL BUDGET PILOT PROGRAM

CONGRESSMEN JAMES L. OBERSTAR AND ROBERT E. WISE,
JR.
COMMISSION TO STUDY CAPITAL BUDGETING
We propose that the Commission recommend in its report that:

in the FY 2001 budget, in addition to the capital budgeting presentation
which appears in the Analytical Perspectives accompanying the budget, there
be included a Capital Budget Pilot Program;

the Pilot Program would display (at the programs, projects, and activities
level) the following federal programs in the form of a capital budget:
highways and bridges; airports and airway facilities; mass transportation
systems; wastewater treatment systems; water distribution delivery and
related systems; water resource projects; and federal buildings; and
-
the Pilot Program would analyze the implications of such Program on the
current budgetary process, macroeconomic stability and growth, and budgetary
choices.
In support of its recommendation, the Commission should develop a model
for the Pilot Program utilizing appropriate concepts, definitions, and
mechanisms for depreciation and budget discipline.
