BACKGROUND:
President Clinton's Plan To Make Health Care
More Affordable And Accessible Initiative

Since taking office in 1993, the President and Vice President have made improving health care a major objective. Tonight's new proposals build on a number of achievements, including:

  • Strengthening Medicare by adding preventive benefits, cracking down on fraud and waste and extending the life of the Trust Fund from 1999 to 2015;
  • Enacting reforms to prevent people from losing their health insurance when changing jobs or being denied coverage due to pre-existing conditions;
  • Enacting the reforms to allow people with disabilities to work without losing their health coverage;
  • And providing health coverage to millions of uninsured children through the Childrens' Health Insurance Program (S-CHIP);
  • Raising childhood immunization rates to all time high.
