Lowest Hispanic and African American unemployment rates ever recorded

Overall Unemployment averaged 4.2% in 1999 -- the lowest since 1969. The unemployment rate for Hispanics (6.4%) and African-Americans (8%) are both the lowest on record. Unemployment has fallen for 7 years in a row, and has remained below 5% for 30 months in a row.
