On Friday, July 25, President Clinton addressed the National Association of Elementary School Principals (NAESP). In his remarks, the President announced that 15 urban school districts -- including the three largest in the country -- will participate in voluntary national tests in 4th grade reading and 8th grade math that reflect high national standards.
