Name of Initiative or Program Activity: Ryan White Title I Supplement for Areas with Substantial Need for Services
Description of Initiative: This is supplemental funding to Title I grantees, directed to be allocated by formula to eligible metropolitan areas that have 30% or more African American and Latino HIV/AIDS cases in an effort to improve the quality of care and health outcomes for African Americans living with HIV/AIDS.
Eligible Entities: Title I metropolitan areas with 30% or more African-American/ Latino AIDS cases.

Name of Initiative or Program Activity: Ryan White HIV/AIDS Care for Children, Women, Youth, and Families (Title IV Supplemental Grants)
Description of Initiative: Grants to support care and access to care and research for children, women, youth and families affected by HIV/AIDS. The majority of clients served by this program are from racial and ethnic minority groups, specifically 48% African American, 30.8% Hispanic, and 9.6% other non-Caucasian. There are currently 48 grantees funded through Title IV
Eligible Entities: Currently funded Ryan White CARE Act Title IV grantees, which include State and local health departments, community health centers, hospitals.

Description of Initiative: All Healthy Start projects will expand HIV/AIDS related activities for African American and other highly impacted racial and ethnic minority women of childbearing age in the Healthy Start communities. Activities include outreach to bring women into care, and to screen and provide counseling on HIV and substance abuse.
