6. EXPLANATION OF DIFFERENCES BETWEEN OMB AND CBO ESTIMATES:

CBO estimates the city would make a cash payment for the land under current law, and therefore, scores the foregone cash receipts in 2000. OMB does not score any costs, because it does not assume such cash receipts in its baseline.
