P.L. 106-126 requires the U.S. Mint to produce and sell coins to commemorate the first meeting of the United States Congress in the United States Capitol Building, the millennium of the discovery of the New World by Leif Ericson, and the bicentennial of the Lewis and Clark Expedition. The law also specifies surcharges on the sales price for each of these coins, and designates the surcharges to the Capitol Preservation Fund, the Leifur Eiriksson Foundation, and the National Lewis and Clark Bicentennial Council and the National Park Service, respectively. OMB estimates that the offsetting collections and outlays resulting from these surcharges will net to $1 million savings over the 2000 through 2004 period.
