Federal energy consumption. The Energy
Policy Act of 1992 and Executive
Order 12902 challenge Federal building managers to reduce energy
consumption by 20% per square foot by 2000, and 30% by 2005, relative to
a 1985 baseline. With declining Federal resources available, the Federal
Energy Management Program is emphasizing the use of private-sector
investment through energy-saving performance contracting and utility
financing of energy efficiency to meet these goals. The combination of
Federal funding and anticipated private sector funding of up to $4.3
billion through 2005 should make these goals attainable.
