The President's Committee of Advisors on Science and Technology (PCAST). The President directed PCAST to conduct a review of national energy R&D policies, which would access their adequacy and ensure the United States has a program that addresses its energy and environmental needs for the next century. PCAST will present its recommendations on publicly supported R&D, incentives for private energy R&D, and commitments to international energy R&D, in October, 1997.
